In response to the COVID19 pandemic and the emergency determination made by the President of the United States under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121-5207 (the "Stafford Act") on 13 March 2020, the U.S. Army signed an Emergency Temporary In-License Agreement DACA65-9-20-02 with Rest Easy LLC. The In-License allows the Army to obtain Privatized Army Lodging (PAL) hotel rooms on up to 40 Army installations for temporary, emergency lodging quarantine facilities for the placement of U.S. Citizens and their families infected by the COVID19 virus, suspected of infection by the COVID19 virus, or those tending to such persons. Rest Easy LLC is the only non-government operator of on-post lodging that spans the following 40 installations: Aberdeen Proving Ground, Camp Parks, Carlisle Barracks, Dugway Proving Ground, Fort Belvoir, Fort Benning, Fort Bliss, Fort Bragg, Fort Buchanan, Fort Campbell, Fort Carson, Fort Drum, Fort Gordon, Fort Hamilton, Fort Hood, Fort Huachuca, Fort Hunter Liggett, Fort Jackson, Fort Knox, Fort Leavenworth, Fort Lee, Fort Leonard Wood, Fort McCoy, Fort Meade, Fort Polk, Fort Riley, Fort Rucker, Fort Sill, Fort Stewart, Fort Wainwright, Hunter Army Airfield, Joint Base Lewis McChord, Joint Base Myer-Henderson, Joint Base San Antonio, Presidio of Monterey, Redstone Arsenal, Tripler Army Medical Center/Fort Shafter, West Point, White Sands Missile Range, and Yuma Proving Ground.
