The space must satisfy the attached floor plan and secondary egress, provide 24/7 designated parking for 9 Government vehicles plus adequate employee/customer parking within four blocks, include daytime janitorial services and signage, and have the lessor secure three build-out bids. Offers must include a completed RPW, active SAM.gov registration/CAGE code, proposed floor plan, and construction bids; sites adjacent to incompatible businesses such as adult entertainment, night clubs/bars, methadone/drug rehabilitation centers, marijuana/hemp dispensaries, gun shops, or liquor stores may be eliminated. The build-out must meet detailed construction/security specifications (e.g., video entry, CCTV/recording, window shades/film, telecom wiring, water fountain, signage, paint, wall graphics, phone jacks, outlets, carpet tiles), with no change orders after bid acceptance and tear-down/haul-away costs included. Leases are negotiated for a 5-year term with a Government termination clause; firm-term years generally require a significant lessor build-out contribution and five-year firm terms are generally not considered.
