The Department of the Army is seeking proposals for a 50-year Enhanced Use Lease of six non-excess land sites at Fort Lee, Virginia, for commercial or industrial development. The selected lessee will be responsible for financing, designing, building, operating, and maintaining the project, with no financial contribution from the Army. Required in-kind consideration includes designing and constructing an aquatic center, with additional desired projects such as a multi-purpose facility, food pavilion, training pavilion, and museum expansion. Lease payments may be in-kind, cash, or a combination, valued at no less than fair market value as determined by an Army appraisal. The lease term is 50 years with a possible renewal option, and offerors may propose on one or multiple sites.
