The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), Code 427, has a requirement to procure engineering services to design, develop, fabricate, test, and deliver one (1) small scale test stand capable of performing dynamic performance testing of water lubricated bearings throughout a range of prescribed loading and shaft speeds, in blue or brown water, with controllable cooling water flow, and dynamic inputs for recording system responses to various forcing frequencies, including unbalance response. It is the Government’s intention to procure these services on a sole source basis to Duramax Marine, LLC located in Hiram, Ohio in accordance with FAR 6.302-1, as only Duramax can meet the Government’s requirements. NSWCPD seeks to award a Firm-Fixed-Price (FFP) single Contract with one (1) option period. The solicitation will be available in electronic format only. This pre-solicitation notice is for information purposes only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting nor will it accept proposals as a result of this notice. If a competitive solicitation is issued in the future, it will be announced via sam.gov and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation and this information is subject to modification and in no way binds the Government to award a contract.
