BLUF: In accordance with (IAW) FAR 5.205(f), this synopsis of the proposed contract opportunity is being provided, concurrent with the submission of the agency offering to the Small Business Administration (SBA). This posting serves as the pre-solicitation synopsis of Project Manager (PM) Intelligence Systems & Analytics' (IS&A) requriement for Cybersecurity Support Services. A DRAFT solicitation is released concurrently with this posting under the Notice ID: CybersecurityServices_DRAFT_Solicitation_09May2022. The FORMAL solicitation will be released no sooner that 15 days after the posting of this synopsis, and is expected to be released in 30 days time (ca. 10 June 2022). The anticipated award date of this contract opportunity is 31 October 2022. Purpose/Background: The proposed contract opportunity is a follow-on of an active contract previously awarded through the SBA's 8(a) program. IAW FAR 19.815(a), the subject opportunity will be solicited on a competitive basis, limited to eligible participants of the 8(a) progam. Eligibility to participate may be restricted to 8(a) participants in either the developmental stage or the developmental and transitional stages. At the time that a vendor submits its offer, it must represent to the Contracting Officer that it is an eligible 8(a) program participant and a Small Business concern under the North American Industry Classification System (NAICS) code: 541330 - Engineering services, within the small business size standard of $22.5 million. A FORMAL solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. The FORMAL soliciation is expected to be released 30 days after this posting (ca. 10 June 2022). No FORMAL Solicitation or Request for Proposal (RFP) is currently available. The solicitation will be issued in electronic format only and will be posted on the Government-wide point of entry (GPE) website located at https://www.SAM.gov/. No phone or fax requests for a copy of the solicitation will be accepted. Potential offerors will be responsible for downloading the solicitation and for monitoring the website for possible amendments and/or additional information. Contract Opportunity Description: This requirement is for a non-personal services contract to provide PM IS&A Cybersecurity Support Services. The Contractor shall provide Cybersecurity support and services for System Security Engineering, Cloud Security Engineering, Assessment and Authorization (A&A), and Cybersecurity Field Service Engineer (FSE). Cybersecurity support and services include, but are not limited to, analyze, access, integrate, document, enhance, improve, modernize, implement, test, monitor, sustain, and maintain PM IS&A cybersecurity posture and capabilities. It includes all cyber domain activities in order to ensure process efficiencies, standard compliance, and interoperability. The period of performance shall be for one (1) base period of twelve (12) months and three (3) twelve (12)-month option periods.
