Product Manager, Wideband Enterprise Satellite Systems (PdM WESS) is requesting a contract modification to increase the ceiling on the recently awarded Satellite Communication Support Services (SATCOM) Contract W52P1J-19-C-0034. ACC-RI competitively awarded SATCOM on 22 June 2019, to IAP Worldwide Services, Inc (IAP), leveraging Time and Materials (T&M), Firm Fixed Price and Cost Reimbursable contract line items. Multiple types, and fiscal years, of funding has been sent by customers to fund this contract. The period of performance included a one-year base and four one-year options. The Program Executive Officer, Enterprise Information Systems approved an acquisition plan on 23 July 2018, in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 7.103(d)(i)(B). According to the Contracting Officer, the required increase in ceiling is not a significant change to the acquisition plan, and it will not be amended. This ceiling increase justification is based on a significant increase of requirements from the current WESS SATCOM Support Contract (SSC) customers. The approved WESS Independent Government Estimate (IGE), which was finalized specified the requirements and the dollar values associated with them, for the base year and subsequent option years of the proposed contract, as they were known at that time. From 22 February 2018, until contract award on 22 June 2019, there was a significant increase for SATCOM support at the many. For each of the projects listed in the Justification, the currently available T&M hours and ceiling for equipment costs within the base year of the contract are inadequate to cover them. Therefore, these actions represent an increased level of effort requiring additional ceiling.
