The U.S. Army Product Manager Soldier Clothing and Individual Equipment (PM SCIE) is conducting a market research investigation into potential sources of supply for Cold Weather Gloves produced using a Government design. The goal of this effort is to identify firms with capabilities to manufacture the following items: Glove, Intermediate Cold Weather in accordance with MIL-DTL-32709 dated 23 May 22. Liner, Trigger Finger Mitten, Extreme Cold Weather in accordance with MIL-DTL-32708 dated 17 May 22. Mitten Shells, Full and Trigger Finger, Extreme Cold Weather in accordance with MIL-DTL-32707 dated 9 May 22. Interested sources shall, within fifteen (15) calendar days of the publication of this RFI, respond with an information package containing the following information: General information regarding the firm, including location, size, and special designations (i.e. Small Business, 8(a), Women-Owned Small Business, AbilityOne, etc.). Information regarding the firm's production capabilities, to include whether the item(s) can be domestically produced in compliance with Section 2533a of Title 10 U.S. Code (i.e. the “Berry Amendment”). Past experience manufacturing similar cold weather hand wear. Rough Order of Magnitude (ROM) estimate for each component glove. Production ramp-up time. Monthly production capacity with a notional delivery schedule. This is an RFI issued solely for information and planning purposes and does not constitute a solicitation. Respondents are advised the Government is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. The Government will not provide reimbursement for costs incurred in responding to this RFI. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, nor is the Government obligated to issue a solicitation based on responses received. The information received under this announcement may be used to determine a future procurement strategy to meet the Army’s cold weather glove requirements.
