THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD is seeking sources to provide for the following items manufactured by DRS Pivotal Powers: Equipment Part Number: Type: 836-01AY 6kVA UPS 833-01AY 3kVA UPS 899-01A 90kW Battery Cabinet 898-01A 80kW Battery Cabinet UPS12-210MR 12V Battery PG-12V35FR 12V Battery It is the Government's intention to procure these supplies utilizing Other than Full and Open Competition, from Pivotal Power, Inc. (d.b.a DRS Pivotal Power) IAW FAR 6.302-1, as only DRS Pivotal Power can meet the Government's requirements. In order to ensure compatibility and conformity with existing systems/programs, there is a need to procure these supplies from DRS Pivotal Power as they are developed, designed, and solely produced by DRS Pivotal Power. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a sole source solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. SUBMISSION OF RESPONSES: Interested businesses are invited to submit capability statements, not to exceed five (5) double spaced, single-sided pages in length, demonstrating their ability to fulfill this requirement. Capability Statements must address, at a minimum the following: Identify the Sources Sought Number and Title Name of Company and address Ownership, including whether: Small, Small Disadvantaged Business (SDB), 8(a), Women-Owned Small Business (WOSB), HUBZone, or Service Disabled Veteran-Owned Small Business (SDVOSB) Points of contact, including: Name, title, phone, and e-mail address CAGE Code and DUNS Number A complete description of the offeror’s capabilities (including technical, program management, prototyping, etc.) related experience, or unique combination of factors that would directly relate to the Government’s objectives. NSWCPD will accept only electronic submission of responses. Responses shall be sent to David Rhoads at David.Rhoads@navy.mil with the subject line "RFI – UPS Power Units." All responses shall be submitted by no later than 04:00PM EDT on 09/27/2020. This RFI is for market research purposes only and does NOT constitute a Request for Proposal (RFP). This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This RFI Notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
