The Naval Air Systems Command intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity Contract with Sikorsky, A Lockheed Martin Company, Stratford CT. This sole source contract will procure Non-Recurring Engineering (NRE) for the design, development, test and evaluation, integration, and airworthiness qualification of improvements in support of the United States Marine Corp, United States Navy H-53 aircraft and training systems. This contract will provide technical analysis, engineering, and integration support to develop and incorporate engineering changes in support of capability, reliability, and maintainability improvements on H-53 aircraft and training systems. This will include the necessary engineering support to design, develop, and manufacture aircraft prototype parts and modification to existing parts. Prepare, maintain, revise, and submit drawings for production and retrofit of aircraft, aircraft parts, and/or auxiliary equipment. To include but not limited to systems engineering and integration analysis, integrated logistics support, testing, related test support, configuration management, and obsolescence management for aircraft and training systems. The authority permitting other than full and open competition is Title 10USC 2304(c)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. As the sole designer, developer, and manufacturer of the H-53 aircraft Sikorsky is the only known source that possesses the engineering data, and is the only source that has unrestricted access to the totality of technical data needed to support the requirement herein. Further, the Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
