DESCRIPTION OF PROJECT: In general, the scope of the project consists of demolishing and replacing airfield lighting fixtures, cables, Constant Current Regulators (CCRs) and isolation transformers and replace as required to meet current standards. Provide HVAC to lighting vault and replace emergency back-up generator. Project includes necessary cutting and patching, installation of underground utilities, transformers, current regulators, lighting fixtures, signs and needed power grid repairs with all other necessary pavement repair work required to provide a complete and usable airfield lighting system. OPTION(S): 1) Install New Fiber and Power to PAPI/REIL, 2) Install New Semi-Flush Lights at End T/W L and Alert Apron, and Remove Miscellaneous Concrete Bases BRAND NAME: This project requires the use of some brand name specific products. A justification will be posted upon issuance of and attached to the solicitation. Brand name products for this acquisition will include: 1. Best Lock Cores – Door lock hardware 2. ACE (Constant current regulators by ADB Safegate) CONSTRUCTION MAGNITUDE: Construction magnitude of the project is between $1,000,000 and $5,000,000.00 in accordance with FAR 36.204. PERIOD OF PERFORMANCE: Construction/contract completion time is anticipated to take up to 250 calendar days after notice to proceed, to include inspection and punch list. TYPE OF CONTRACT AND NAICS: This IFB will be for one (1) FFP construction contract. The North American Industry Classification System (NAICS) code for this work is 238210 – Electrical Contractors and Other Wiring Installation Contractors. TYPE OF SET-ASIDE: This action is being procured on a TOTAL SMALL BUSINESS SET ASIDE basis. The small business size standard is $16.5 million. LIMITATIONS ON SUBCONTRACTING: Your attention is directed to FAR clause 52.219-14 (e)(4) Limitations on Subcontracting (DEVIATION 2020-O0008). "Construction by special trade contractors, it will not pay more than 75 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the prime contractor’s 75 percent subcontract amount that cannot be exceeded" that applies to this requirement. KEY DATES: The tentative date for issuing the solicitation is August 10, 2020. The tentative date for the pre-bid/site visit conference is on or about August 21, 2020 at Buckley AFB, Colorado. Interested contractors are highly encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). The Colorado National Guard intends to issue a solicitation and award of a contract for repair of “Airfield Lighting”, on Buckley Air Force Base, Aurora, CO. In general, the scope of the project consists of demolishing and replacing airfield lighting fixtures, cables, Constant Current Regulators (CCRs) and isolation transformers and replace as required to meet current standards. Provide HVAC to lighting vault and replace emergency back-up generator. Project includes necessary cutting and patching, installation of underground utilities, transformers, current regulators, lighting fixtures, signs and needed power grid repairs with all other necessary pavement repair work required to provide a complete and usable airfield lighting system. The magnitude of this project is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 16 July 2020. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form (attached; not included as part of the five typewritten pages), and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
