The Government is interested in contracting for COVID-19 sample collection administration services. This is only for the direct supervision of the collection process, packaging for shipment, and logistical support of the Curative COVID-19 test. Contractors shall be required to receive a Common Access Card (CAC) prior to be authorized onto the base to begin administering the test. In addition, the Contractor shall be responsible for ensuring all personnel overseeing, packing, and shipping the samples receive Department of Transportation Training for shipping, FDA Emergency Use Authorization Training for COVID-19 Collection, and Tricare Online Software training. The Government requires 600 personnel immediately (trainings to be provided by the Government post award). (6 personnel per DoD installation; 100 DoD installations). Following an award the contractor will be required to immediately obtain CACs for all personnel and have all personnel attend the following training (training to be provided by the Government): DOT Training for shipping FDA EUA Training for COVID-19 Collection TRICARE Online Software Training Please respond back to this RFI answering the following in detail (This is not a Request for Quote/Proposal). Answers that are not complete will be deemed in capable of fulfilling the requirement. This information will be utilized in developing the Government’s acquisition strategy. Responses are due 16 November 2020 by 3:00pm Eastern. Requirements: Personnel: Provide personnel to administer/monitor testing at 100 DoD installations 6 Personnel per installation Hours of testing 0600-1800 daily (M-F) Personnel must have the ability to gain access to the base (have a clean background to obtain a CAC), and must be able to obtain a Common Access Card (CAC) This requirement is only for personnel and no other supplies are required. PPE/Biohazard bags/sanitization, etc. will be provided. Please provide a response that includes your interest in this acquisition. Include in your response answers to the following: Does your company hold any ordering vehicle open to the DoD for placing orders? What ordering vehicles (include contract number and a Gov POC for that vehicle) Are there any limitations to ordering on that vehicle? Provide your Cage Code. Provide your business size standard and NAICS code. The PoP is anticipated to be 6 months with one option for an additional 6 months. Is your company capable of immediately, upon award, dispensing 600 personnel to DoD locations, who have the applicable background checks to obtain CAC and base access? Are there any impediments to providing this many people for your company? Is there a ramp time-line for obtaining the necessary personnel?
