Spill Prevention Control and Countermeasures(SPCC) Update Plan for Vance AFB, Oklahoma Provide a plan according to the following Statement of Work: STATEMENT OF WORK PLAN UPDATE, SPILL PREVENTION CONTROL AND COUNTERMEASURES (SPCC) VANCE AFB, OKLAHOMA MAY 4, 2021 PART 1 GENERAL 1.01. LOCATION Location of work to be accomplished under this statement of work is at Vance Air Force Base (Vance). Vance is located approximately three miles south of the city of Enid, Oklahoma just west of U.S. Highway 81. 1.02. SCOPE OF WORK The Contractor shall prepare and submit to the installation a Spill Prevention Control and Countermeasures (SPCC) Plan. The Contractor shall also accomplish certification of the plan by a Professional Engineer. The SPCC must indicate how Vance Air Force Base (AFB) and Kegelman Auxiliary Air Field (AAF) will comply with the current EPA rules for spill prevention and response to unplanned releases. This plan must identify all “oil” (as defined by USEPA) storage and distribution activities at Vance AFB and Kegelman AAF and describe all spill prevention and containment practices and facilities in being, the resources and plans for response to an oil spill, and the reporting requirements. The plan must include all of the information required by 40 CFR 112 and be in the SPCC format required by USEPA. The plan must be consistent with (and can reference) the Installation Emergency Management Plan 10-2, Vance AFB Hazardous Waste Management Plan (HWMP), Integrated Natural Resources Management Plan (INRMP), and the Office of Primary Responsibility (OPR) for the SPCC is the 71 ISS/CE. The plan must have the concurrence of tasked Vance AFB and Kegelman AAF organizations and the approval of the 71 ISS/CE. The plan must have the concurrence of tasked Vance AFB organizations and the approval of the 71 FTW Wing Commander (71 FTW/CC). The Contractor shall provide support as requested and required by 71 ISS/CE for the required amount of time to ensure a complete and accurate plan. Support will consist of consulting, report and plan preparation, correspondence drafting, GIS data manipulation, and meetings with Vance AFB personnel. The Contractor shall perform the following activities necessary to support 71 ISS/CE at Vance AFB in accordance with preparation of the SPCC Plan. Prepare an SPCC Plan, following USEPA guidance, and ensure compliance with current federal regulations. Much of the basic information for this plan may be obtained from the existing Vance AFB SPCC. The task will not be complete until the SPCC plan has been approved by the Vance AFB Wing Commander. The Contractor shall review federal regulations and guidance for the SPCC and Vance AFB emergency management/contingency plans. The Contractor shall become familiar with fuel and “oil” handling facilities at Vance AFB and review the existing spill prevention and response measures. The Contractor shall interview base personnel to verify spill prevention and training procedures. Points of contact for “oil” (Fuel and Animal Fat and Vegetable Oil (AFVO) storage tanks shall be 71 ISS/CE, with supplemental information provided by Base Fuels Personnel. Site visits shall be required for all ‘oil” (fuel and AFVO) storage areas to assess the potential for spills to enter facility surface waters and to determine presence and type of spill containment and control systems. The Contractor shall provide a draft of the SPCC for review by 71 ISS/CE. The draft/final plan must follow the sequence of requirements specified in 40 CFR 112.7. Emergency response procedures described in these plans shall be consistent with emergency response procedures described in other Vance AFB emergency response plans. The format of the draft/final SPCC shall comply with USEPA guidance. There shall be a separate description of the oil spill potential and procedure for each significant oil handling activity on the installation. The draft/final shall contain site maps for each activity that shows the location of the oil spill hazard and the direction of flow and this GIS data shall be provided to Vance AFB as well. 1.03. SCHEDULE OF WORK Contractor will schedule work in advance with the Contracting Office. Contractor may choose to work evenings and weekends, if needed; however, final approval for weekend and/or evening work must be received by the Contracting Office. 1.04. CONTRACTOR’S REPRESENTATIVE A representative of the contractor shall directly supervise accomplishment of this work. The representative shall be responsible for coordinating all phases of work with the Environmental Branch. The representative shall be on the job site or readily accessible at all times work is being performed and shall have authority to execute no cost field changes on behalf of the contractor if agreed to by all parties involved. This person shall also be responsible for all quality control of the job site. The representative shall be competent and familiar with all phases of work under his authority. The contractor’s representative shall provide telephone (main and cell phone) contact numbers. These telephone numbers shall be on record with the Contracting Office. 1.05 PROVIDED SERVICES AND UTILITIES Utilities: No utilities are expected to be required. 1.06 INSPECTION The work shall be conducted under the general direction of the Contracting Office and is subject to the inspection of the appointed inspectors to ensure strict compliance with the terms of the contract. 1.07 WASTE MATERIALS No waste materials are expected. 1.08 SPECIAL MATERIALS Prohibited Material; The manufacturer of materials that are to be used in this contract shall certify that the product does not contain mercury, toluene, chlorinated solvents, hydrolysable chlorine derivatives, ethylene base glycol ethers and their acetates, nor any carcinogen, as defined in 29 CFR 1910,1200. Additionally, materials used shall not contain lead or hexavalent chromium compounds. B. At no time shall class 1 Ozone Depleting Chemical (ODC’s) be specified and shall not be used unless otherwise allowed by the Contracting Administrator. 1.09. MATERIALS All hazardous chemicals used on the project are required to have an approved Safety Data Sheet by the Vance Environmental Office prior to bringing them on to the installation. All hazardous waste generated by the project will become the property of Vance AFB and properly disposed of. No hazardous chemicals are expected. PART 2 EXECUTION 2.01 INSTALLATION Upon exercise of the option, the contractor has 90 calendar days to provide one paper copy and one electronic (CD) copy of the draft plans to 71 ISS/CE. The draft shall highlight any corrective action that requires urgent attention. After receipt of the draft, the Government shall have 30 calendar days to review and provide comments. The Contractor shall have 10 calendar days to complete any changes to the revised draft plan once comments are received from 71 ISS/CE. The marked up Draft document will be returned to the Contractor for final changes. If any new oil spill sources are installed during the preparation/review/approval process of these plans, the Contractor must visit the site of the new source/containment equipment/structures per EPA Guidance. 2.02 DELIVERABLES The deliverable from this task will be two bound paper copies of the final plan and two electronic copies (CD) of the final plan as well as the manipulated GIS data.
