Origin, First Destination Transportation (FDT) applies Type of Set-Aside: Sole Source HUBZone Small Business Based upon market research, this acquisition qualifies for a total small business set-aside for Historically Underutilized Business Zone (HubZone) small businesses in accordance with FAR 19.1306(a). As a result, the Government intends to solicit and contract with only HUBZone small businesses under the authority of 10 U.S.C. 2304(c)(5), Other Than Full & Open Competition, Authorized or Requried by Statute. In addition, this acquisition is for supplies for which the Government does not possess complete, unrestrictive techincal data; therefore, the Government intends procure only approved sources under the authority of 10 U.S.C. 2304(c)(1), Other Than Full and Open Competition, One or Limited Number of Sources. The Government is using the policies contained in FAR Part 15, Contracting by Negotiation for the described supplies or services. The solicitation will not be posted on DIBBS, as the Government will procure this requirement in a sole source environment. The Government only intends to negotiate with Sunray, Inc. (CAGE: 1DQR0). The solicitation will be made available until its closing date, on or about 12/15/2020, pursuant to a written request to Contracting Officer Charles Underwood at Charles.Underwood@dla.mil. All responsible sources may submit a proposal, which shall be considered by the Agency. The subject requirement is for the acquisition of a single NSN for use and support on multiple weapon systems programs, including but not limited to the M9 Ace, Combat Excavator and the Armored Combat Earthmover (M9) used by the U.S. military. The FSC for this requirement is 2530. This will be an Indefinite Quantity Contract (IQC) with a three year base period and two, one year, option periods. Options are exercised at the discretion of the Government. The total duration based plus option years shall not exceed 5 years. Items may be shipped to various stock locations within CONUS and OCONUS. Surge and Sustainment (S&S) will apply to this acquisition. Increments and delivery schedule will be noted on the Request for Proposal (RFP). While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, past performance, delivery and any other factors as listed in the solicitation. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. Dollars.
