The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement N00019-19-G-0029 to Sikorsky Aircraft Corporation (SAC), 6900 Main St. Stratford, CT 06615-9129, on an other than full and open competitive basis, for the CH-53K Qualify gearbox castings from alternative sources in order to mitigate current production risk and secure volume increases for future production. The planned period of performance is from contract award through November 2022. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." SAC is the sole designer, developer and manufacturer of the CH-53K airframe, as well as the sole integrator of the avionics and weapons systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort within schedule requirements. Prior to the closing date of this synopsis, any respondent must also submit a Statement of Qualifications to demonstrate respondent's ability to perform to the Government's needs.
