The Naval Air Systems Command intends to negotiate and award a sole source Cost Plus Fixed Fee delivery order with Sikorsky, A Lockheed Martin Company, Stratford CT. This delivery order is to complete the non-recurring engineering documentation for fleet implementation of P/N 06900-00802-103 IMU (-103 IMU) for both forward fit and retrofit Aircraft. This SOW also includes the submittal of an Engineering Change Proposal (ECP) and supportability products by the Contractor. The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
