The Naval Air Systems Command intends to negotiate and award a sole source Firm-Fixed-Price (FFP) delivery order with Sikorsky, A Lockheed Martin Company, Stratford CT. This delivery order is for the non-recurring engineering documentation for fleet implementation of P/N 06385-05000-045/-046 into the CH-53K aircraft. The NRE documentation will support both forward fit and retrofit of the aircraft and include updates to existing supportability documentation and delivery of technical data. The scope of this effort includes non-recurring engineering to develop addition repairs and repair parts beyond manufacturing data, Maintenance Task Analysis (MTA), PSE development and procurement, and development of a Depot level Interactive Electronic Technical Manual. The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. This synopsis is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
