The Naval Air Systems Command, in support of PMA-261 CH-53 Heavy Lift Helicopters Program Office, intends to negotiate and award a sole source Firm Fixed Price and/or Cost Plus Fixed Fee delivery order with Collins Aerospace, Windsor Locks, Connecticut, for the non-recurring efforts required to fabricate and produce the Improved Inboard and Outboard Rollers and Tray System Kit for the CH-53K aircraft. This SOW also includes the submittal of an Engineering Change Proposal (ECP) and supportability products by the Contractor. The authority permitting other than full and open competition is Title 10 USC 3204(a)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The proposed contract action is for suppliers or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties, however, may identify their interest and capability by responding to this requirement. However, the Government will consider any capability statements received within fifteen days after date of publication of this synopsis. A determining by the Government not to compete this proposed contact based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
