The Naval Air Systems Command intends to establish a Basic Ordering Agreement (BOA) to contract with Kranze Technology Solutions (KTS) for Engineering, Technical, Sustainment and Kitting Support of CH53K Mesh Network Management (MNM) Communications Suite. The CH-53K aircraft configuration includes a MNM Communication Suite manufactured by KTS. The MNM Communication Suite is a C4l system with the ability to send and receive real-time SECRET and below mission critical (non-voice) information [e.g. imagery, Full Motion Video (FMV), intelligence updates, Isolated Personnel Report (ISOPREP) files, Position Location Information (PLI) with Higher Headquarters (HHQ)]. This requirement will enable Special Purpose-Marine Air Ground Task Force-Crisis (SP-MAGTF-CR) and the Tactical Recovery of Aircraft and Personnel (TRAP) the ability to obtain real-time/near real-time imagery and updates of the objective area and greatly enhance their collaboration with HHQ giving them the ability to obtain the most relevant situational picture in the operational area for execution of critical missions. The MNM Communication Suite requires follow-on support that is separate from the baseline incorporation to include engineering support, product support, obsolescence support, training support, spare parts, repair parts, support equipment, future kitting procurement and retrofit installation capability. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This requirement will enable Marine Air Ground Task Force (MAGTF) and the Tactical Recovery of Aircraft and Personnel (TRAP) to obtain real-time and near real-time imagery and updates of the objective area to greatly enhance collaboration with HHQ giving them the ability to obtain the most relevant situational picture for execution of critical missions. The MNM Communication Suite is the multi-platform digital interoperability program of record solution for the USMC and satisfies the H-53 Heavy Lift Helicopter Net Ready Key Performance Parameters (KPPs). The MNM Communication Suite is manufactured by KTS. The government does not possess adequate license rights to the required technical data package necessary to fulfill the requirement herein. Therefore, respondents must have licensing agreements in place with the MNM Communication Suite Original Equipment Manufacturer (OEM), KTS, in order to fulfill the MNM Communication Suite requirements for this effort. Non-OEM respondents that do not provide proof of their licensing information with their responses will not be assessed or considered. ELIGIBILITY The applicable NAICS code for this requirement is 336413 with a Small Business Size of 1,250 employees. The Product Service Code (PSC) is 1610. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size ANTICPATED PERIOD OF PERFORMANCE Assume an estimated contract award date of December 2020 ANTICIPATED CONTRACT TYPE Orders under a Basic Ordering Agreement (BOA), which may include both cost and fixed price Contract Line Item Numbers (CLINs) REQUIRED CAPABILITIES The specific requirement of the effort under this sources sought notice is for manufacture and delivery up to twenty (20) MNM Communication Suites with associated system engineering, technical and logistical support for the CH/MH-53 to support an April 2021 government need date. Prospective offerors MUST address any existing licensing or agreements with the OEM for manufacture of the MNM Communication Suites. SUBMISSION INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the service listed under the required capabilities. This documentation must address at a minimum the following: Company Name; Company Address; Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract numbers, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract related to the services described herein; Management approach to staffing this effort with qualified personnel; Statement regarding capability to obtain the required industrial security clearances for personnel; Company’s ability to begin performance upon contract award.
