Program: Medical Repair and Renewal (MRR) for medical facility repair, renovation, conversion, alteration, additions, construction, equipment procurement/installation, and maintenance services on installed equipment/systems at Government medical facilities. Authority: 10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-2 – “Unusual and Compelling Urgency.” Amount: $10,000,000,000.00 In support of the Presidential National Emergency Declaration Concerning the Novel Coronavirus Disease, dated 13 March 2020, and the Secretary of Health and Human Services (HHS) declaration of a public health emergency, dated 31 January 2020, approval has been obtained to 1) increase capacity of ten existing Medical Repair and Renewal (MRR) Multiple Award Task Order Contracts (MATOC) without competition, and 2) modify the scope to allow work to be performed under these contracts, to allow for support of state and local governments. The capacity increase and scope modification will allow for rapid response support to the COVID-19 pandemic mission assigned to USACE through Federal Emergency Management Agency (FEMA) Emergency Support Function 3 (ESF-3). The FEMA assigned mission will involve converting/retrofitting hotels, dormitories, convention centers, etc. into temporary alternate care facilities to alleviate the burden on civilian hospitals. Requirements will include, but are not limited to incidental design, conversion and construction of existing facilities (e.g., college dormitories, hotels, arenas, and ships, etc.) to become either alternative care facilities or quarantine facilities for COVID-19 cases. This action will increase the shared capacity of the MRR MATOCs by $10.0 Billion, from $990 Million to $10.990 Billion. The additional $10B will be used exclusively to support the FEMA-assigned mission in response to the COVID-19 pandemic. This action will also allow work under these contracts to be performed on non-Government facilities and installations used to support state and local governments during the pandemic. Pursuant to FAR 6.302-2(d), the period of performance will be limited to 1 year; any extension of this period of performance will be based on a determination by the Head of the Agency that exceptional circumstances apply.
