Notice of intent to solicit and negotiate with a single source in accordance with Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This is a special notice prepared in accordance with FAR 5.203 - Publicizing and Response Time. US Army Corps of Engineers (USACE) - Omaha District intends to issue a Firm-Fixed Price contract to Black & Veatch Special Projects Corp., 6800 W 115th Street Suite 200, Overland Park, KS 66211 on a sole source basis. As the Designer of Record, the contractor shall provide post award engineering services supporting the construction of the Weapons Generation Facility - A (WGF-A), F.E. Warren AFB, WY. Description of Requirement: This requirement is for the Designer of Record to provide shop drawing submittal reviews, requests for information (RFI) responses, design modifications, and site visits for the construction of the WGF-A at F.E. Warren AFB, WY. Authority: The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1), as implemented by FAR, Part 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". No other sources have been determined to be capable of conducting this work to provide the essential quality to address the project objectives. There have not been any alternate sources determined to be used or obtained competitively. It is the best value to the government to procure this work via sole source contract with Black & Veatch Special Projects Corp., as it is the most cost-effective option to accomplish this work, while maximizing continuity, quality, and minimize duplicate design efforts. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541330, "Engineering Services". The size standard as defined by the U.S. Small Business Administration is $15M. All responsible sources may submit a capability statement which shall be considered by the agency. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
