The Defense Contracting Agency (DeCA) Europe intends to solicit and award a purchase order to Eckelmann Aktiengesellschaft, Berliner Strasse 161, 65205 Wiesbaden for direct monitoring and diagnostic systems services at DeCA commissaries in Belgium, Germany, the Netherlands, United Kingdom. The scope of the requirement includes all transportation, labor, supervision, material, supplies, equipment and all other items necessary to stand up and maintain a centralized Refrigeration Monitoring and Control Systems (RMCS) Center for all DeCA facilities in Belgium, Germany, the Netherlands, United Kingdom. The proposed purchase order is for the continuation of the RMCS services for refrigeration and other alarms at DeCA facilities to allow centralized management of calls. Based on market research, Eckelmann AG is the only available source available that has the necessary infrastructure in place for direct monitoring and diagnostic systems services from supplier to client without the use or need for a third party “service center” or “call center” or additional licensing/usage rights. Eckelmann AG currently provides all the components for the installation and operation of the standardized RMCS systems in the countries identified above as well as other controls in some newer facilities as part of the Building Management System (BMS). The RMCS/BMS components and systems are installed in all but four (4) of twenty four (24) DeCA locations. The remaining four (4) locations will be converted by the end of Fiscal Year 2023. Any vendor other than Eckelmann AG would have to enter a contract with Eckelmann AG to gain access to the systems hardware and software, complete specialized training and be certified by Eckelmann AG to operate and work on the systems. Interested persons may identify their interest and capability of responding to this requirement. This notice of intent is neither a request for competitive quotations nor a solicitation for quotations. However, responses from interested parties received by the closing date and time of this Notice of Intent will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
