This action is to increase the dollar amount of the previous J&A 13708 from $7,985,624 to $11,985,624. This increase is to address Government delays due funding constraints that delayed full implementation of MCPIC at MCLB Albany, GA and MCLB Barstow, CA. This delay increased time required to complete this action and created the requirement for additional funding for increased labor costs. The description and authority to act under this class Justification and Approval (J&A) for contract actions awarded on a sole source basis to CGI Federal Inc. (CGI), 12601 Fair Lakes Circle, Fairfax, VA 22033, associated with Marine Corps Prepositioning Information Center (MCPIC) (Inventory and Warehouse Management) enhancements expires on 21 September 2021. This amended Class J&A authorizes and approves the sole source award of modifications and contracts associated with the implementation of MCPIC at Marine Corps Logistics Base, Albany (MCLB-A), and Marine Corps Logistics Base, Barstow (MCLB-B). Implementation includes all actions through Interim Operational Capability, Authority to Operate, and initial period of sustainment operations. In accordance with the Unified Information Technology Strategy, a phased and disciplined approach is being developed to replace Enhanced Yard Management (EYM) with MCPIC as the command’s interim warehouse management solution.
