This Sources Sought Notice is for Market Research and Planning purposes only. It is not a request for proposal (RFP) nor does it restrict the Government as to the final acquisition strategy. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Responses from all qualified and experienced sources including Other Than Small Businesses, Small Businesses, 8(a) Small Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Women-Owned Small Businesses (WOSB), and Economically Disadvantage Women-Owned Small Businesses (EDWOSB) under NAICS code 541990: All Other Professional, Scientific, and Technical Services are encouraged to respond to this notice. This effort requires highly specialized, in-depth knowledge of a broad range of strategic and conventional arms control treaties and agreements. The general areas of responsibility for Treaty Compliance listed are applicable to more than 15 treaties and agreements. Potential sources should provide information to show they have the experience, staffing and past performance to support their capability of providing on-site day-to-day operation support for each of the six tasks areas described.
