The Defense Contract Management Agency (DCMA) Procurement Center, located in Fort Lee, Virginia, intends to solicit orally and award a firm-fixed price purchase order on a sole source basis to American Society of Military Comptrollers, Inc, 415 N Alfred St Ste 3, Alexandria, VA 22314-5326 for an annual requirement to complete and maintain proficiency in accounting and auditing concepts, policies, and principles; budget formulation and execution; financial management analysis; and numerous other concepts of the entire budgeting process for a contract period of May 29-31, 2019. The anticipated award date is May 17, 2019. This notice of intent is not a request for competitive proposals. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency; however, a determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901 as prescribed in FAR 13.106(b)(1) Soliciting from a Single Source. A justification to not compete this acquisition has been properly executed and included with this notice. The justification addresses the requirements of FAR 5.207(c)(15), reason for lack of competition. The NAICS Code for this requirement is 611430 and the associated size standard is $11,000,000 and the PSC is U0009.
