This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Air Force Life Cycle Management Center, Business Enterprise Systems Directorate Human Resources Systems Division (HIH) has a requirement for Vertex Payroll Tax Q series Software licenses (PTQ1000). HIH currently uses the Vertex tax Q software within Oracle E Business Suite to perform tax table generation. HIHK intends to make an award to the OEM, Vertex Inc, CAGE: 43RD3. Vertex Payroll Tax Q series was developed by and owned by, Vertex Inc. Vertex Inc. is the only known source that provides Vertex Payroll Tax Q series licenses as they have proprietary rights to the required items. As a result, no other vendors can provide the Vertex Payroll Tax Q series licenses. The Government intends to make an award on or before 01 October 2021. No technical data/drawings/technical orders are available. This requirement has been identified as a sole source requirement. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer within 2 calendar days of this publication IAW FAR 5.203(a) (1).
