This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the intent of 763 ESS to award a Sole Source, firm-fixed price (FFP) contract to Phoenix Composite Solutions, LLC (Phoenix) for the services specified in Attachment 3 – Fixed-base Operations (FBO) Service Specifications in support of the 2021 Mobility Guardian Exercise (MGE). The MGE is the premier Mobility Air Forces (MAF) readiness exercise which helps train and improve the ability of the United States and its international partners’ air mobility operations skills. Training objectives for the 2021 MGE require the use of a commercially available airport located within 60-miles of the Alpena Combat Readiness Training Center (CRTC) located in Northern Michigan. The Alpena CRTC is an active Michigan Air National Guard training facility that was selected to support the 2021 MGE because of the experienced personnel on-site and the outstanding infrastructure, both of which routinely support large influxes of personnel during training exercises. Situated approximately 55-miles south of the Alpena CRTC is the Oscoda-Wurtsmith Airport (OSC), a 2,000-acre public-use airport. The airport is primarily a cargo and light general aviation airport with no scheduled passenger services, and has the available space, infrastructure, runway and taxiway requirements to support the needs of the 2021 MGE operations. Therefore, the 2021 MGE Planning Team selected OSC to support the exercise. Phoenix, an FBO, is the sole fixed-base operator authorized to operate on OSA; therefore, no other commercial entities can meet the Government’s requirement. This acquisition is being solicited in accordance with (IAW) FAR 13, as supplemented.

This is a notice of intent for a proposed contract action in accordance with FAR 5.201(b)(1)(i). The 763d Enterprise Sourcing Squadron (763 ESS) requires fixed-base operations (FBO) services provided at Oscoda-Wurtsmith Airport (OWA), located in Oscoda, Michigan, in support of the 2021 Mobility Guardian Exercise (MGE), in accordance with Attachment 1 – FBO Service Specifications. The proposed solicitation number for this contract is FA4452-21-R-0007. The period of performance for this contract will be 01 May 2021 through 10 June 2021, and performance will be at OWA. The Government intends to negotiate with only one source and issue a sole source, firm-fixed price contract to Phoenix Composite Solutions, LLC (Phoenix), 5911 Mission Street, Oscoda, MI 48750, under the authority, 10 USC 2302b as implemented by FAR 13.501(a)(2); demonstration that the contractor’s unique qualifications or nature of the acquisition requires the use of authority 10 USC 2302b. This is not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which may be considered by the agency. Phoenix is located on OWA, and is the only authorized FBO service provider for OWA. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The resultant contract action will be firm-fixed price. Verbal requests will not be acted upon. The North American Industry Classification System (NAICS) Code is 488190.
