Request for Lease Proposal (RFLP) Enhanced Use Leasing Project Davis-Monthan Air Force Base, AZ
The Department of the Air Force is seeking proposals for a long-term ground lease/sublease of all or a portion of approximately 500 acres at Davis-Monthan AFB in Tucson, Arizona, for private commercial, non-Federal development and operation. Because the Government does not own the property in fee, the opportunity is structured as sublease(s) under the Master Lease with the City of Tucson dated March 21, 1955, as amended. The Master Lease currently expires June 30, 2052; the Government intends to extend it to permit subleases of up to 50 years, with possible negotiated renewal/extension, but until that extension is executed any sublease term cannot exceed the existing Master Lease term. The Government will evaluate proposals to select one or more Potential Lessees for lease negotiations, and a Potential Lessee may or may not ultimately become a Lessee. It may negotiate with more than one Potential Lessee to maximize value, potentially dividing the property into multiple parcels leased to different Lessees.
