The Department of the Air Force seeks proposals for a long-term ground lease/sublease of all or a portion of approximately 500 acres at Davis-Monthan AFB in Tucson, Arizona, for private commercial (non-Federal) financing, development, construction, installation, ownership, maintenance, and operation of improvements. Because the Government does not hold the property in fee, the opportunity is structured as sublease(s) subject to the existing Master Lease with the City of Tucson dated March 21, 1955, as amended. The Master Lease currently expires June 30, 2052; the Government intends to extend it to permit subleases of up to 50 years, with possible negotiated renewal/extension, but until that extension is executed any sublease term cannot exceed the Master Lease’s current term. The Government will evaluate proposals to select one or more Potential Lessees for lease negotiations, and a Potential Lessee is not guaranteed to become a Lessee. The Government may negotiate with multiple Potential Lessees to maximize value and may divide the property into multiple parcels leased to different Lessees.
