Enhanced Use Leasing Project Edwards Air Force Base
The Department of the Air Force seeks proposals for market-facing mixed-use development, potentially including military-family and single-member housing, civilian and defense-contractor housing, medical facilities, and commercial/retail space. Selected developers would enter a long-term ground lease and provide cash rent and/or in-kind consideration, which may include future, undetermined construction projects. The lease covers all or part of approximately 215 acres across two parcels at Edwards AFB, an active military installation in Kern County, California. The developer would finance, permit, develop, construct, install, own, maintain, and operate improvements for private commercial non-Federal use. The Government will evaluate proposals to select one or more potential lessees for lease negotiations, with a binding lease only if an agreement is reached.
