This RFI is the first phase of an effort to use non-excess, under-utilized Department of the Air Force surface land in the United States to accelerate economic development and enhance mission readiness. It supports presidential directives and policy to leverage federal assets for mineral processing facilities, including rare earth element processing. For this RFI, mineral processing is limited to surface-use activities such as refining, smelting, and producing processed critical minerals and derivative products, and it does not seek interest in exploring or extracting subsurface minerals. Although DOI/BLM generally controls leasing and disposition of federally owned subsurface minerals, the DAF retains authority over whether and under what conditions a party may physically occupy or use the surface of a DAF installation consistent with mission requirements.
