The Government is soliciting proposals from private and/or public entities interested in leasing all or a portion of approximately six-hundred and three (603) acres of land located east of State Road 85, north of State Road 20 and south of State Road 293 east of Eglin AFB, FL for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for commercial (non-Air Force) use and operation. Request for Lease Proposal (AFCEC-25-R-0001) illustrates and describes the available parcel, requirements and the source selection methodology for this proposed Enhanced Use Lease (EUL), which supports the Government’s notional requirement to optimize the value of this under-utilized property in accordance with Executive Order 13327, Federal Real Property Asset Management and Air Force EUL authorities and processes. A EUL is a non-Federal Acquisition Regulation (FAR) real estate transaction executed in accordance with 10 USC 2667. This is not a FAR solicitation for products and/or services. Interested sources should prepare and submit their responses, proposals and supporting information in accordance with AFCEC-25-R-0001. Primary NAICS codes include: 713910 – Golf Courses and Country Clubs; 531190 Lessors of Other Real Estate Property; 531312 – Commercial Real Estate Management; Food Service Contractors, Concessions Operators (e.g., convention facilities, entertainment facilities, sporting facilities); 722410 Alcoholic Beverage Drinking Places; 722511 Restaurants, Full Service Site visits will consist of a drive-through inspection of the premises and surrounding areas on September 17, 2025, from 9:00 AM to 3:00 PM (CST) at the Eglin AFB Golf Course, 1527 Fairway Drive, Niceville, FL 32578. At the site visit on September 17, 2025 a representative from the City of Niceville provided two documents titled “Niceville Fee Schedule” and “Census Data” which are not internal Air Force documents. The handout titled “Niceville Fee Schedule” was provided by the City of Niceville at the Eglin Golf Course Site Visit. Utility service rates provided by the City of Niceville, City Manager, and are not to be assumed as the rates that any lessee would be given. Lessees are responsible for securing their own utility services at whatever rates they can negotiate with the service provider. Responses are due no later than 4:00 PM Central Time on 3 October 2025.
