This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for Journal Subscription and intends to issue a sole source contract to EBSCO Industries, Inc., 10 Estes Street, Ipswich, MA, 01938-2106 under the authority of FAR 13.106-1(b)(1)(i). The government believes that EBSCO Industries, Inc., is the only source capable of providing the required Journal e-Subscription (EBSCO Package: EBSCO Discovery Service, STM Source, Inspec, MEDLINE, Full Text Finder, Stacks-Standard Core), and that no similar product exists that will satisfy the requirement. The NAICS Code for this procurement is 5111210. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later that 19 Sept. 2019 by 2 pm, MDT.
