This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for SirsiDynx Software with Options and intends to issue a sole source contract to SirsiDynix Corporation, 3300 North Ashton Boulevard, Suite 500, Lehi UT 84043, under the authority of FAR 13.106-l(b)(l)(i). The government believes that SirsiDynix Corporation, is the only source capable of providing the required 2020 Software (Base), One (1) SirsiDynix Core Software, One (1) Enterprise Software, One (1) Portfolio Software, One (1) API Software, Training and Four (4) one (1) year options. No similar product exist that will satisfy the requirement. The PSC Code for this requirement is 7030 and the NAICS Code for this procurement is 511210. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later that 13 Nov. 2020 by 2 pm, MST.
