This is not a solicitation for proposals, proposal abstracts, or quotations. Notice of Intent for Other Than Full and Open Competition (OTFO), Firm-Fixed Price: The Defense Threat Reduction Agency (DTRA) Contracting Activity proposes to restrict consideration for the procurement of educational accreditation of non-classified courses through the American Council on Education (ACE), for active and reserve military members at the Defense Nuclear Weapons School (DNWS). This is performed in accordance with DoDI 1322.25. The Period of Performance will be for a one (1) year Base plus four (4) Option year periods. The North American Industry Classification System (NAICS) code for this requirement is 611710; PSC code is U099. All interested parties will have fifteen (15) days from the date of publication of this notice to submit in writing, to the identified Contracting point of contact (POC), clear and concise evidence of their qualitifications and/or capabilities, which will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct this effort as an OTFO competitive procurement, based upon responses to this notice, is solely within the Government's discretion. If no qualified sources can be determined, a contract will be awarded under Sole Source Justification procedures, pursuant to 10 U.S.C. §2304(c) (1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All Responses are to be received by the Contracting POC not later than fifteen days after the posting of this Sources Sought notice.
