INTRODUCTION The Army Contracting Command Redstone, Arsenal is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the manufacturing for United States (US) and Foreign Military Sales (FMS) FY20-FY24 Phased Array Tracking Radar to Intercept on Target (PATRIOT) Cooler Liquid Electron Tube (CLET) Modification Kits, Part Number 13739981-1. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. PROGRAM BACKGROUND The Government is seeking sources to potentially procure Phased Array Tracking Radar to Intercept on Target (PATRIOT) Cooler Liquid Electron Tube (CLET) Modification Kits, Part Number 13739981-1 for United States (US) and Foreign Military Sales (FMS) customers. ESTIMATED QUANTITIES: Minimum 22 Kits-Maximum 194. The Technical Data Package (TDP) for this procurement is available at this time. Contractors should direct requests for TDP or drawings related to Part Number 13739981-1 to https://g6kms.redstone.army.mil. Click on the Contractor User Data Request and follow directions. REQUIRED CAPABILITIES Interested sources need to demonstrate the technical capability, corporate knowledge and experience in providing all hardware, facilities, equipment, technical expertise, planning, management, manufacturing and testing efforts to include all incidental services to produce the CLET Modification Kits for the US Army and its' FMS customers. The Defense Contract Management Agency (DCMA) may be asked to conduct a pre-award survey of the contractor's facility to determine the capability to successfully fulfill the requirements of this contract. To minimize risk to the program, Product Acceptance, Physical Configuration Audit (PCA), and Production Qualification Testing (PQT) may be required. SPECIAL REQUIREMENTS Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009. ELIGIBILITY The applicable NAICS code for this requirement is 336415 with a Small Business Size Standard of 1250 employees. The Product Service Code (PSC) is 1425. SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release.
