The Air Force intends to solicit and issue a sole source contract to Aero Specialties Ground Support Equipment, under the authority of FAR 6.302-1(b)(2) for the following supply: The 76th AMXG/569 is requesting utilization of funds for the purchase of one (1) Aircraft Linear Tow Force Monitoring Unit. The requested equipment item description / Specifications are outlined below. One (1) Aircraft Linear Tow Force Monitoring Unit. (1) Shall be fitted to, and installable on, simultaneously, both front and rear tractor hitches of a single NMC-Wollard MB-2 Aircrat Towing Tractor (2) Shall be fully operable on tractor with 27,000-lbs drawbar pull with a 500,000-lb tow capacity. Tension sensor shall fit between tractor and existing tow hitch. (3) Shall provide vendor's technician, sent to TAFB to coordinate / perform, with a TAFB assistant, the installation. (4) Shall have screen, at least size 6-3/4", mountable near tractor steering wheel, screen that alerts tractor driver with alarm if excessive force is on tractor hitch before aircraft damage is caused. (5) Shall electronically record tension measurements, the invisible stresses, and all forces applied to the aircraft nose gear. (6) Shall have electronic tension-measurement records of previous towing event, from start to finish, accessible at end of aircraft move. (7) Shall require no modification to tow bar or tractor pintle hitch for installation or use. Other than installation of system on front and rear hitches, installation of screen in tractor, routing of power from tractor's electrical system to the tension measurement system, routing of the tension measurement system harness, and connection of sensors on hitches to screen, shall require no other change to towing equipment. (8) Onboard screen shall provide real-time tension measurement data throughout towing operation. (9) Shall include interactive software that allows tractor driver to select aircraft model from a list or specify aircraft weight. Interactive software shall be customizable to meet customer's towing requirement. (10) Shall provide two tension measurement device hitch assemblies, two calibrated load cells, one display with adjustable mounting bracket, one control box, one relay kit, one harness, and two load cell cables. A Firm Fixed Price type contract is contemplated. Estimated Period of Performance: 90 days ARO System for Award Management (SAM) is required to receive any award.
