This is a Sam.gov Request for Information (RFI) for a tentative requirement to procure an enterprise-wide portal to enable Space Force professionals to have rapid access to the information and services they need to accomplish their daily job in support of the Office of Research, Behavior, Infrastructure and Technology (ORBIT). This portal, which has been created as a usable product already, must be continuously maintained and developed to meet the user where they are and consider the things a user is likely to need or want at that moment in time. The portal must be rapidly flexible for content discovery and addition and must not eliminate a user’s options, only focus them. As part of its market research, ORBIT is issuing this RFI to determine if there are multiple qualified interested 8(a) contractors capable of providing service in accordance with the attached Desired Outcomes. The Government may use the responses to this RFI for information and planning purposes. The anticipated period of performance is 26 March 2024 to 25 March 2029. The structure of this requirement will be a one-year base period with four one-year options. A Request for Proposals using the following NAICS is contemplated: 541512 Computer System Design Service This RFI is only for the purpose of identifying potential sources as part of market research. No RFQ or RFP exists. This requirement is an 8(a) set-aside. The Government has no intention of removing it from the 8(a) program. Responses to this RFI are not quotes on which the acquiring agency can issue any contracts. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations or Proposal. The Government does not intend to award a contract based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. The acquiring agency will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ or RFP, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Please provide Capability Statements no more than five pages. Please include the company’s 8(a) status, relevant company information, and a brief description of company capabilities.
