Introduction: STRATCOM is seeking a consultant/consulting firm to assist with the requirements development phase for a complex IT Services Contract(s). The goal of this consulting effort is for the contractor to interview service owners and managers of the IT Services contract currently in place and determine the current and future requirements. Based on the information gathered, the contractor would author a Performance Work Statement (PWS) to inform the development of a Request for Proposal (RFP) for the follow-on IT support contract for USSTRATCOM. Other documents included in this consulting effort are a Basis of Estimate (BOE), Contract Data Requirement List (CDRL), Quality Assurance Surveillance Plan (QASP), and documents for incentive-based contracts. ORGANIZATION CONFLICT OF INTEREST (OCI) NOTICE: Contractors are put on notice about the restrictions outlined in FAR 9.505-2(b) and that a contractor would be disqualified from proposing to any associated RFP resulting from the consulting work outlined in this RFI. In essence, “If a contractor prepares, or assists in preparing, a work statement to be used in competitively acquiring a system or services-or provides material leading directly, predictably, and without delay to such a work statement—that contractor may not supply the system, major components of the system, or the service. . .” Contractors are cautioned to perform their due diligence and research OCI restrictions at https://www.acquisition.gov.
