The 673d Contracting Squadron at Joint Base Elmendorf-Richardson (JBER), Alaska, intends to award a firm fixed price, single-source purchase order to Halliday Technologies Inc., 105 Innovation Court, Suite F Delaware, OH 43015, under the authority of FAR Part 13.106-1(b)(1)(i). The proposed contract action is for the acquisition of Calibration and Maintenance to the RT3 Flight Friction Tester located at JBER, 3rd Operations Support Squadron. The RT3 Flight Friction Tester are a proprietary product manufactured by Halliday Technologies Inc. and can only be serviced or maintained through Halliday Technologies Inc. The statutory authority permitting other than full and open competition for this simplified acquisition is FAR 13.106-1(b)(1)(i). This notice is not a request for competitive quotes and no solicitation is available. The circumstances of this contract action deem only a single source is reasonably available to fulfill the stated requirement. Interested organizations, who believe they can meet the requirement, may submit their capabilities and qualifications to perform the requirement in writing to john.gosh@us.af.mil no later than 2:00pm, AKSD, Wednesday, 15 September 2021. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
