The 61st Contracting Squadron, Los Angeles Air Force Base (LAAFB), CA is seeking small business sources to provide services in accordance with the attached Performance Work Statement. LAAFB is attempting to locate businesses that are experienced in the maintenance and repair of Mass Notification and Bugle Call Systems. This notice shall not be construed as a formal solicitation or obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and must be provided at no cost to the Government. A formal solicitation may be issued at a later date if this avenue is selected for future procurement. The objective is to determine industry capability for these services. Vendors are invited to submit documentation (including applicable North American Industry Classification System (NAICS) information) demonstrating their capability to perform the requirements as described below. Any comments or recommendations in respect to revisions to the attached Mass Notification PWS are encouraged. Contract Type: Firm-Fixed Price. Deadline for Response Submissions: Responses are requested to be submitted no later than 12:00 PM PST on Tuesday 3 June 2021. All responses and questions to this notice must be submitted to SSgt Stephen Hernandez via email at stephen.hernandez.1@us.af.mil. Description of Services Required: The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform all repair services, maintenance, telephone support, and annual preventative maintenance and inspections to provide Los Angeles Air Force Base (LAAFB), Fort Mac Arthur (Ft. Mac), Pacific Crest, and Pacific Heights with a fully operational Mass Notification and Bugle Call System. The Contractor shall perform the services in accordance with the draft PWS for the period of 29 Sep 2021 to 28 Sep 2022, one (1) year base service and two (2) one-year service options for a total of 3 years. The Contractor shall ensure all contractor personnel are properly trained in the operation, maintenance and troubleshooting techniques to maintain a fully operational Mass Notification and Bugle Call System. There may be new obstacles or diagnosed deficiencies that affect the overall health of the system. Any deficiencies that may not allow for full compliance to this certification must be documented with suggested fix or course of action(s) within 1 working day. The Contractor shall provide 1 preventive maintenance visit, telephone support, and on-site ATI (Acoustic Technology, Inc.) qualified field service representative for the Mass Notification System repairs that services LAAFB, Ft. Mac, Pacific Crest, and Pacific Heights. The contractor shall test and provide routine maintenance to the Mass Notification and Bugle Call System. In addition the Contractor shall respond (i.e. be present) to service problems) within 24 hours of notification via phone, and within 48 hours on-site if required. A written report containing problems will be submitted within 2 working days to contracting office. The Contractor shall repair the system to where it is fully (i.e. 100%) operational at all equipment locations, and System and Programming is Proprietary to ATI (LAAFB does not own the programming software).
