SCOPE OF SERVICE REQUIRED: Design projects that may be awarded will generally have a construction cost up to $5,000,000 and range from new facility construction, facility sustainment, facility restora... SCOPE OF SERVICE REQUIRED: Design projects that may be awarded will generally have a construction cost up to $5,000,000 and range from new facility construction, facility sustainment, facility restoration for airfields, buildings, roads, utilities, mechanical and electrical systems. For the Base Period, remainder of Fiscal Year 2019 thru September 30, 2020, ASRCC is contemplating awarding up to seven architectural project, up to four civil engineering projects, and up to one fire alarm project. The IDIQ period may be extended for an additional period after September 30, 2020 depending on the Revisions to ASRCC BOS contact based on FAR 52.217-8. Award of projects is contingent upon Government approval and availability of funds, type of work, qualifications and successful negotiations. The selection as a qualified firm does not guarantee an award of a design project. AE firms should have specialized experience and technical competence required for specific projects. TYPE OF CONTRACT CONTEMPLATED: ASRCC is contemplating awarding a firm fixed price IDIQ Subcontract to each awardee with a task order issued for each individual project that is considered. Only firms responding to this solicitation will be considered and found to be qualified, will be considered for the award of a design project. ESTIMATED START AND COMPLETION DATES: Vance AFB is seeking sources for the design of Fiscal Year 2020 design projects. Estimated start date is the notice to proceed (NTP) anticipated in the summer of 2019. The end design date is dependent on the scope of the project and generally will be completed on a negotiated, project-by-project basis. Most designs for the Base Period are anticipated to be completed by December 31, 2019. The qualified firm must perform the work required within the limits of the agreed schedule. Professional architects, engineers and related design disciplines familiar with work may be directed to attend in-person, on-site milestone meetings at the project initiation, Planning/Design Charrette (15%), 35% milestone, 65% milestone and 95% milestone meetings. An optional 100% milestone meeting may also be required. See Appendix A. With advance notice and on a case by case basis, teleconference technology may be used at ASRCC discretion. Title II services may be requested and negotiated at the same time as the design. RESPONSE TO SOLICIATION SUBMISSION REQUIREMENTS: Firms will be selected in accordance with FAR section 36.602-1. Firms must submit a SF330 package of qualifications for review by ASRC and approved by Vance AFB Government Personnel. ASRC shall evaluate each potential contractor in terms of its: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and use of recovered materials; 3) Capacity to accomplish the work in the required time; 4) Past performance on contracts with Government agencies and private industry in terms 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves the appropriate number of qualified firms, given the nature and size of the project. ASRC will consider the general geographical area to be approximately 300 miles. 6) Acceptability under the other appropriate evaluation criteria. 7) ASRC will hold discussions with at least three of the most highly qualified firms regarding concepts, the relative utility of alternate methods and feasible ways to prescribe the use of recovered materials and achieve waste reduction and energy-efficiency in facility design. The body of the qualification package should include items 1 – 7 below. The body should be limited to 15 numbered pages of easily readable text (size 11 font), graphics and pictures. An appendix with supporting documentation may also be included, is not limited in length, and is not required: 1) Description and brief history of company (or companies). 2) Description of services the firm or team can provide. 3) Statement of corporate values, mission and goals and record of providing excellent customer service. 4) Description of project approach and project management philosophy. 5) Average mobilization times for engineering services. 6) Summary of previous military project experience. Possess a working knowledge of current United States Laws and Design Codes and Military Standards, such as: Unified Facility Criteria (UFC), Air Force Instructions (AFI), Engineering Technical Letters (ETL), etc. 7) Registration of firm and licensed individuals in the state of Oklahoma or the ability to become licensed and authorized, in accordance with the Professional Work Statement ASRC Federal Communications is bound to the Air Force, by contract. 8) Ability and willingness to provide engineering services on the air field during nights, weekends and holidays. Firms must also be able to respond to on-demand site visits. 9) Utilization of technology to provide deliverables with seamless execution. 10) Firms and teams should list only the services currently provided. Firms do not have to provide all of the services contemplated in the scope of work. All firms and teams are welcome to submit. There are no specific requirements for teaming arrangements. Demonstration of working relationships with other firms is acceptable. 11) Specialty firms with select services will be considered qualified 12) Summary of previous construction project experience.of cost control, quality of work, and compliance with performance schedules; 13) Appendix with resumes’ of principals, industry experts, key leaders, senior staff and project managers that would be responsible for directly coordinating with ASRCC. SELECTION PROCESS: Upon receipt of SF330 packages, a committee comprised of ASRCC staff architects, engineers, and leadership will review the package within two weeks according to FAR 36.602-2 thru 36.602-5. A short list of firms will be selected, based on the judgement of the committee and number of interested sources. There is no limit on the number of sources ASRCC may select. The intent of the ASRC and A-E firm arrangement is to facilitate the timely, transparent and efficient teaming between the firms and ASRCC to meet the needs of Vance AFB. Upon receipt of the SF330 submission package, a committee chaired by a registered architect or engineer and comprised of at least three members from of ASRCC staff architects, engineers, and leadership will review the packages within two weeks. Submissions will be ranked in the following manner: 1) Submissions will be evaluated based on stated services in the SF330. 2) Each committee member will independently review the SF330s and rank the suitability for each firm for each of the projects contemplated based on the Selection Criteria Section below. Firms who do not demonstrate the ability to perform certain types of work will be not be ranked on the respective project. 3) The committee will meet, and by consensus agree to the rankings of the highest qualified firms for each project. a. In the event that additional information may be required on a project by project basis, a scheduled interview, by phone, internet or in-person will be set up firms prior to ranking. 4) The rankings will be shared with the 71st ISS/CE Flight representatives. With concurrence, ASRC Local Purchase will begin negotiating a fee for each respective project. 5) ASRC will provide a scope of work for each project to the highest qualified firm. The A-E firm’s fee should attempt to be negotiated at no greater than 6% of the construction cost estimate, and shall not exceed 115% of the ASRC estimated A-E design fee. If the fee is greater than 115%, then the second ranked firm may be contacted in an effort to obtain a more equitable price. 6) ASRC will start with the highest wing priority project and the most qualified firm and then proceed in descending wing priority order. 7) Upon conclusions of the fee negotiations, the firm will proceed with the design process in accordance with Attachment A and at the direction of the ASRC managing architect or Engineer.
