This is NOT a request for quote or proposal. The Government is seeking information for market research purposes and may or may not elect to issue a solicitation in the future. The Joint Base Elmendorf-Richardson Medical Treatment Facility, 5955 Zeamer Ave, Joint Base Elmendorf-Richardson, AK 99506 is conducting a market survey seeking qualified businesses that are capable of providing teleradiology services. To be considered qualified, the business must currently have the required authorization to have a Virtual Private Network (VPN), Business to Business connection (B2B) to the Air Force Computer Network System and an approved Authorization to Connect (ATC) and Authorization to Operate (ATO) on the Air Force system in accordance with (IAW) the Risk Management Framework (RMF) guidance (previously DIACOM) specific to Air Force regulation/standards and regulation DoDI 8510.01. Teleradiology image interpretation services would be required on a 24 hours per day, 7 days per week, 365 days per year basis with the majority of services being provided after hours, to include federal holidays, family days, and weekends. The business shall provide diagnostic interpretations of radiological examinations performed by Government personnel and provide further diagnostic consultation that relates to diagnostic imaging, upon request, to the other members of the medical staff. Individual patient examinations may include preliminary and final interpretation of one or more images. Further diagnostic telephone consultation may be required upon request. Examinations include basic film or computed radiography, computed tomography, magnetic resonance imaging, ultrasound, and nuclear medicine. The intent of this notice is to gain knowledge of potential qualified sources who have the required ATO on the Air Force computer network IAW RMF guidance and DoDI 8510.01. Responses to this notice will be used by the Government to make appropriated acquisition decisions. In response to this sources sought notice, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding if the business is considered large or small. If it is a small business, please include the small business type(s)/certifications(s) (such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 3. Does your business have an ATO for the Air Force network IAW Risk Management Framework (RMF) guidance (previously DIACOM) and regulation DoDI 8510.01? Or is your business in the process of obtaining an ATO? If you are in the process of obtaining an ATO, what is your estimated approval date? 4. Provide specific aspects that unreasonably restrict competition for this type of service and the rationale for such conclusion. A solicitation is not currently available and may not be made available in the future. If a solicitation is issued, it will be announced separately on beta.sam.gov as a Contract Opportunity. All interested parties must respond to the solicitation announcement separately from the response to this request for information.
