The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for Simplified Acquisition of Base Engineer Requirements (SABER) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract at Joint Base Charleston which consists of Joint Base Charleston - Air Base, North Charleston, SC, Joint Base Charleston - Weapons Station, Goose Creek, SC, Recreational Area-Short Stay, Moncks Corner, SC, North Auxiliary Field, North, SC, Defense Fuel Supply Point, North Charleston, SC, Nuclear Power Training Unit, Goose Creek, SC, and Navy Consolidated Brig, Hanahan, SC. During the contract period, Base Civil Engineers will identify construction tasks and the Contracting Officer will negotiate and issue task orders. This acquisition will be set-aside for 100% 8(a) Businesses. The work consists of furnishing all management, labor, material, equipment, transportation, supervision and minor design to accomplish simultaneous projects for a broad range of maintenance, repair and minor construction work on real property at Joint Base Charleston and its outlying properties. The estimated contract value is between $3,000.00 minimum and Not-to-Exceed $77,000,000.00 over a five year period (Base year plus four (4) option years plus option to exercise six months Extension of Services). The NAICS Code is 236220. The Size Standard is $39,500,000.00. SPECIAL REQUIREMENT/CONCERNS: This contract will be a Firm-Fixed-Price IDIQ type for construction efforts. The period of performance will be one base-year followed by four (4) one-year option periods. FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 15 percent (15%) of the cost of the contract, not including the cost of materials, with its own employees. The successful contractor will be selected using Tradeoff procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest priced offeror. Evaluation factors will be set forth in Sections L & M of the solicitation.
