Offerors must meet prequalification requirements, and firms are encouraged to seek source approval to compete for future solicitations. Export-controlled technical data requires current U.S./Canada Joint Certification Program (JCP) certification for the offeror and any supply source, and DLA does not intend to delay award for an ineligible offeror to obtain access approval.
