The purpose of this SOURCES SOUGHT is to identify qualified Small Manufacturers/Refineries that were capable of supplying product via vendors for the fuels requirement for Direct Delivery Fuels Into-Plane. Small Manufacturers/Refineries are defined as refineries that produce less than 200,000 Barrels per Calendar Day and have 1,500 employees or less. This SOURCES SOUGHT covers covers 2.3 Central fuel requirements for various Into-Plane locations within the central United States (Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, North Dakota, Ohio, South Dakota, Texas, Wisconsin and Wyoming).

This NSN has an estimated annual demand unit of issue of 523 each item. This acquisition is for a Fixed Price with an Annual Percentage Price Rate Adjustment, Indefinite Quantity Contract (IQC). Based on market survey these NSNs are not commercial items. The proposed procurement contains a 5-year base period. The total contract period shall not exceed 5 years. Award will be made on an ALL OR NONE BASIS NSN. All offers shall be in the English language and in US dollars. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. The solicitation shall be available in FEDBizOpps on or about 02/28/2020.
