Replaces JA22-029 The proposed contract action is to procure proprietary, commercial off-the-shelf, Military(M)-Code Cards. PM PNT intends to procure the Increment 1 (INC 1) M-Code Cards in support of its Mounted and Dismounted Assured PNT systems (MAPS and DAPS), and to provide a source of supply for other programs with Global Positioning System (GPS) requirements. In addition, the contract will be used by multiple Department of Defense (DoD) customers in support of the Army PM PNT. These products will be compliant with 90% or more of the technical requirements in the Military GPS User Equipment (MGUE) Technical Requirements Document CI-MGUE/GE-850F or a significant subset thereof. The proprietary nature of the INC 1 M-Code Cards developed by BAE puts the Government in a sole source environment for any necessary changes to it. BAE is the only vendor with Application Specific Integrated Circuit (ASIC) chips purchased by the Defense Logistics Agency. The regulatory authority for other than full and open competition is implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this product/service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
