The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with BAE Systems for Program Manager, Positioning, Navigation and Timing (PM PNT) M-Code Cards. A sole source Justification & Approval document has been coordinated and a copy of it is posted here on SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for proprietary, commercial item, M-Code Cards or “hardware” for Assured PNT systems and other PNT-centric Army/DoD products and incidental engineering services that will include software updates. In addition, the contract will be used by multiple Department of Defense (DoD) customers in support of the U.S. Army PMs to be able to purchase a Modernized (M-code capable) Global Positioning Systems (GPS) Ground Domain capability. These products will be compliant with 90% or more of the technical requirements in the Military GPS User Equipment (MGUE) Technical Requirements Document CI-MGUE/GE-850F and will support the GPS Standard Serial Interface Protocol (GSSIP) or a significant subset thereof as defined in IS-GPS-153E. At this time, the incumbent contractor BAE Systems is the only source capable of providing the M-Code Cards that are compatible, tested and validated with current Program of Record usage in PNT Mounted Assured Positioning, Navigation and Timing (MAPS) and Dismounted Assured Positioning, Navigation and Timing Products (DAPS). In addition, BAE is capable of receiving GPS signals, including the M-Code signal. The statutory authority for other than full and open competition is 10 U.S.C. §2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this product/service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
