The Defense Information Systems Agency, the Department of Defense - Office of General Counsel (OGC) and Defense Legal Services Agency (DLSA)(collectively “DoD”) is procuring eDiscovery software, capabilities and/or support to support OGC’s, DLSA’s, and their subcomponents (to include the Office of Military Commissions) legal practice. This practice includes, but is not limited to, the management of electronically stored information (ESI) disclosure and discovery for electronic discovery in litigation (e-discovery), investigations, Freedom of Information Act (FOIA) requests, and Congressional requests. ESI management should be analyzed through the conceptual multi-step framework of the Electronic Discovery Reference Model (EDRM), which identifies stages to govern, identify, preserve, collect, process, review, analyze, produce and present ESI. This requirement is to is to provide OGC with a user-friendly Federal Risk and Authorization Management Program (FEDRAMP) approved software as a service (“SaaS”) solution at Impact Levels-5 and 6 that meets the requirements in this document and has the required security controls and data protection functions to comply with all Federal and Department of Defense (DoD) requirements. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
