Guantanamo Bay Submarine Fiber Optic Cable Follow On
DISA is seeking sources for specialized labor, Atlantic Cable Maintenance and Repair Agreement (ACMA) membership, wet plant spares storage, and secure document management to support government-owned Submarine Fiber Optic Cable (SFOC) systems, including Guantanamo Bay (GTMO). Required capabilities include operating Xtera's proprietary Network Management System, developing Methods of Procedures, engaging with the ICPC, providing NIST 800-171-compliant secure document management, and storing submerged plant spare equipment near Curacao. Offerors must have a Top Secret Facility Clearance and personnel with Top Secret clearances. The anticipated period of performance is August 13, 2027 through August 12, 2032, with a one-year base period and four one-year options, and performance will be at the vendor’s facility, with spare storage in Curacao. This sources sought notice is intended to determine if qualified small businesses, including HUBZone, 8(a), SDVOSB, WOSB, and small disadvantaged firms, can meet the requirement.
