In accordance with Federal Acquisition Regulation Part 7.105-5(c) the Defense Information Systems Agency/Defense Information Technology Contracting Organization/PS8312, located at Building 3600, 2300 East Drive, Scott Air Force Base, Illinois 62225-5406 is issuing this notice of intent (NOI) to inform industry contractors of the Government’s intent to consolidate requirements which has been justified under Part 7.102. This procurement is intended to streamline the efficiency of measuring DeCA’s performance against the commercial market by consolidating the current CONUS Syndicated Data Core Services* task order and OCONUS Syndicated Data Core Services* task order, into one contract, which will serve both geographical regions. The benefits of consolidation include cost/price savings to the Government, improved efficiency and quality, and consistent terms and conditions. ***Syndicated Data is comprehensive retail market research data compiled by commercial research firms and sold to retailers via access of customarily proprietary software platforms.*** This NOI is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that not consolidating these requirements will be advantageous to the Government. This NOI is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct consolidated procurement. A determination by the Government not to consolidate these actions based on this notice is solely within the discretion of the Government.

This Pre-Solicitation Notice serves as notification to industry of the upcoming Request for Proposal (RFP) for Syndicated Data Core Services Capabilities to Continental United States (CONUS) and Overseas Continental United States (OCONUS) Locations supporting the Defense Commissary Agency (DeCA). Currently, DeCA acquires Syndicated Data Core Services through task orders HC102815D0004 HC102817F1294 (CONUS) and HC102815D0004 HC108424F0140 (OCONUS). This procurement will be in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15,Contracting by Negotiation. This procurement is intended to provide DeCA with the capability to measure their CONUS and OCONUS performance against comparable commercial markets. The estimated date in which the RFP for this acquisition will be posted to SAM.gov is January 6, 2025. The solicitation and resulting contract will consist of a 1-year base period, with three 1-year options. DITCO intends to negotiate a firm-fixed price, full and open, competitive, single award contract. DITCO anticipates making award selection on a Best Value Trade Off basis. This synopsis is not a request for proposal. As a result, proposals received in response to this notice will not be accepted.
