To ensure the acquisition adheres to the required timeline, we request that all input be provided to the box no later than 0600 Central time on Monday January 6, 2025. While the Government is willing to consider industry contributions, as exhibited at the pre-solicitation conference, be advised that there is no guarantee of receiving a response to each submittal or of the idea/concept being incorporated into the final solicitation. In addition, time spent providing a response will not be reimbursed by the Government. Your continued support of the ModEL requirement and refinement of the Contractor Team Arrangement (CTA) is appreciated. The CTA construct presents many inherent benefits to both the Government and industry. --------------------------------------------------------------------------------------------------------------------------------------------- NOVEMBER 26, 2024 The purpose of this amendment is to provide a draft solicitation for the DISA J6 C4 Modernization, Engineering, Life Cycle Refresh (ModEL) requirement. This posting is also to advise of a pre-solicitation conference that will be held Thursday, December 5, 2024 in Arlington/Crystal City, Virginia, near Ronald Regan International Airport from 0900 to 1200 EST. If interested in attending the conference, industry partners shall provide written response to Ms. Caitlin Huff (caitlin.n.huff.civ@mail.mil) expressing interest and providing the names and titles of not more than four (4) company representatives who will be in attendance by December 3, 2024 at 10:00AM CT. The session will not be held in a location that requires a security clearance. This notice is advisory only and the Government is not responsible for travel costs associated with attending. --------------------------------------------------------------------------------------------------------------------------------------------- The Modernization, Engineering, Lifecycle Refresh (ModEL) requirement is currently in development and this notice is provided to supplement the announcement at DISA’s Forecast to Industry (F2I) on 28-Oct-2024 that a pre-solicitation conference would be held in early November 2024; however, this event will be postponed to a later date that has yet to be determined. As identified at F2I, the anticipated acquisition strategy for ModEL is a Blanket Purchase Agreement (BPA) via General Schedule Administration (GSA) Multiple Award Schedules (MAS), utilizing a Contractor Team Arrangement (CTA) approach. It is the intent of the Agency to issue a draft solicitation and allow our industry partners to provide input to the Agency, when able. To provide an initial indication of the scope of work to be performed, the attached DRAFT performance work statement (PWS) is provided. Further, it is still the intent of the Agency to have a pre-solicitation conference and will provide the date, location, and time once confirmed. Prior to the pre-solicitation conference, an updated PWS will be provided with a DRAFT solicitation and the Agency will provide an opportunity for industry feedback on the documents at that time. Contractors who wish to respond to the Draft PWS should send responses via email no later than 12:00 PM Central Daylight Time (CDT) on 11/05/2024 to Caitlin N. Huff, caitlin.n.huff.civ@mail.mil.

AMD04: The purpose of this Amendment is to revise the sources sought response date. **Responses are due to no later than 5:00 PM Eastern Daylight Time (EDT) on June 26, 2023.** Additional guidance is also provided regarding the Vendor Engagement Questions mentioned in Amendment 03. Written responses to the Vendor Engagement Questions MUST be received to secure a one-on-one meeting time with the Government team. Due to timing, one-on-one meeting requests will be taken in advance. However, if no written response is received on June 26, 2023, the one-on-one meeting will be cancelled. The Industry Engagement Day will still include a general overview session, now scheduled for June 30, 2023, to provide additional details regarding the work to be performed. As previously stated, the one-on-one meetings will occur the same day. The Government will provide meeting invite information next week. AMD03: The purpose of this amendment is to provide notification to interested vendors of a virtual Industry Engagement Day for JSP ModEL on June 27, 2023. The Industry Engagement Day will include a general overview session to provide additional details regarding the work to be performed. In addition, a Government team will make itself available to meet one-on-one with members of industry the same day. The sessions will be a maximum of twenty (20) minutes and will be conducted via Microsoft Teams. The maximum number of company representatives for the one-on-one virtual Microsoft Teams meeting is two (2). **To request a one-on-one meeting and be a participant in the Industry Engagement Day, a written response to the questions attached is required. No formal reply to contractor submitted responses will be provided. Customer Engineering Projects - includes Customer Engineering Projects in support of customer-based mission requirements. End-to-End Customer Onboarding - includes capturing work in support of JSP’s voice customers whether newly onboarded or existing.
